What do I need to do to get Charter to extend their line?

A few years ago, Verizon put some DSL lines down in my area. Even though it was only 1.5Mbps it was a huge upgrade over our existing 12Kb/s Dial-Up. The speed was OK for one person using the internet with minor things. It was not enough for my family of 5 to use the internet simultaneously without reverting back to the former Dial-Up speeds we had before. After a few calls to Verizon(With some luck getting a nice representative that helped tweak our line speed) we managed to get our speed increased to 3Mbps. Which helped some. Fast forward 2 years when Frontier bought out Verizon in my area. They allowed us to keep the same plan for awhile but last year they silently down graded our speed to 1Mbps and refuse to acknowledge that we had higher speed before. This incident forced me to search for nearest ISP that provides faster service. Charter had just been installed in a sub division one mile down my road(I live on the end of the street), and when I typed in my address in their search bar it said service was available. I called to set up an installation but they told me it was not offered at my address. I asked when it would be available, and they told me there was no plans to extend service but would call me if something came up. Of course, we never got called back. I am still paying $35 for 1Mbps which cannot do any remotely intensive. This is 2014. Not the 90's. There is many houses on my road who have students, and business owners who have to rely on Frontier's very very slow service or get Satellite which is even more expensive and less reliable. They would gladly switch over to Charter if it was offered... How can I get Charter to extend their line down my road? I am sick of having to deal with Frontier's unbearably slow service...
