[HSI] Very Slow Speeds After Service Outage

On March 11th, I awoke to an apparent internet outage whereby I promptly powered down both my SB6121 modem and ASUS RT-N56U router, waited 20 minutes, and then powered them back on, modem then the router with 5 minutes in between. Ever since then, my internet speeds have been terrible with (wired) speed tests at 8/.04 with 100ms pings (on what should be 30/5 service).
