[Speed Issues] Need help getting Charter to fix an ongoing problem.

Hello, For the past month or so I've had constant issues with my speeds at peak hours, and even at non-peak hours. Most of my problems are at peak hours though. I live in a neighborhood in Denver, NC where we have about 300 homes and about 100 more coming in the future. I have been told that maybe some of my issues are due to new construction signal noise, but I'm not sure how correct that is. I'd like to post some data and get some advice/input from the guru's here. I have a Windows 7 computer that is currently hooked into a Linksys e3000 router that's connected to a Ubee U10C035 D3.0 modem. When I started diagnosing my problems I disconnected the router for a few weeks to see if that fixed anything. It has ZERO impact on my performance issues. So let me post some data. Third, here is my line quality test which showed no significant errors: http://www.dslreports.com/testhistory/1195768/25c1c I ran a smoke ping, but it looks like the test is gone now. I'll have to re-run one. I don't run a lot of programs in the background and when I'm having problems I even have tried booting into safe mode with networking to see if that fixes the problem. It does not. WinMTR doesn't show any problems either or abnormal usage. My signal levels look good. No effect on the speed. My firewall is on minimal custom rules and when I'm on the router I'm in a DMZ. I've called to complain a few times. They've sent a tech and tried different modems but that hasn't worked. They said they need to put in a work order for my neighborhood but nobody can find it or tell me what/when they're doing anything or what to expect. What do I do from here? I'm paying for a 30/5 and I'd sure like to see 50% of that. I do usually have good connection first thing in the morning. A rep did spill that they have about 410 or so people on my node if that means anything to anyone.
