These can't be blocked, and they are invalid phone numbers.
The caller ID & charter's logs shows this for a #:

All other "normal" calls list full number with area code in the logs.
Oh, and I already have anonymous call blocking enabled as well.
Anyone know how to block those, and why is Charter letting them through?
