[HSI] Is it normal for bad signals cause cable modem's pings to go up?

Hello. Do bad cable signals cause higher pings (ms in the hundreds) when pinging their cable modems (192.168.100.1) locally? Do I assume that this is normal? Does it have a CPU usage or something to watch? Thank you in advance. :)
