[HSI] Charter Internet Speeds

I'm sorry if this is a noob question, but it is starting to bother me. I have Charter Spectrum internet (legacy Charter area, Azusa, CA) and supposed to have 60 mbps. I've been noticing lately that my video buffers a lot when I'm trying to watch Netflix or Amazon. I understand that wifi won't necessarily be 60 mbps, although I'm using the Azusa AC1900 router so I still expect a decent speed. Last night it was showing 9mbps and this afternoon it is consistently around 25 on wifi while I did get 64 on my computer with LAN connection. Since I can't connect my smart TV directly to an ethernet cable, is it possible to get a better speed, using powerline or some other connection besides my current wifi set up? And at night the speed seems to go down. Is that a Charter issue? Maybe too many people online? I was thinking of calling Charter but I'm afraid they are going to say that since I don't pay for their WiFi, they won't guarantee speeds.
