[Speed Issues] Charter Internet--slow speeds

I would like to preface this by saying I am not a techie. I don't know about specifics with hardware or anything. I have been using a Sony Blu-Ray player wired into my linksys router. I run my laptop and desktop off wi-fi, so the player is the only thing wired into the router. I have conducted multiple speed tests on several different sites, and my connection speeds have consistently stayed at a ridiculously low 2.1 MBPS during primetime. This started about three weeks ago. The player is the only thing that suffers; it constantly stops when I'm trying to stream Netflix or Vudu. Around 2 or 3 AM I get normal speeds from anywhere around 14 MBPS-20 MBPS. I have seen that several posters on the forum have the exact same problem. I need to know who to contact at my local Charter office, how to get straight through their "unplug this/reset that/hold your mouth right" B.S., and how to get them to come out and actually permanently FIX this problem. I've had technicians come out to my house more times than I can remember to fix their lousy service and it's like they just do a quick fix and it's down again after a few months. It's unacceptable for as much as we pay Charter a month. Thank for any answers I get!
