After a very long diagnostic journey I am still at a loss in understanding my current upload connection issue. I thought documenting here and laying out all the steps may shed some light for myself and perhaps others if they come across a similar issue.
I livestream cycling and gaming related content to youtube, twitch.tv, and hitbox. It is becoming a small business which is really great. For the last year I have had a fairly solid connection with Charters residential 60MBS down/4MBS up. Drops happened very rarely, until about 2-3 months ago. Around then I started seeing drops in frames to the servers connection here and there. This issue has been increasing to a few drops a stream over the last month, and now I cannot stream at all capped at what seems to e 0-800kbs, which stops business all together.
I have been calling charter continually to speak with residential support. Each time I go through all the steps I have taken to try and find the root of the issue, each time charter rep tells me I have my upload confirmed speed through their ookla test and from what they see on their end connecting to my modem. I then go and test my livestream thru multiple broadcast software's and multiple servers, including software that specifically tests livestreaming to multiple servers and all say around 800 kbps on average and testmy.net confirms this capped upload rate as well. Oddly DSLReports test also says I have 3.5-4.0 upload, so I am wondering how it is similar to ookla and why it does not pickup on the connection issue, if there is one?
Here is what I have done.
-Tried changing servers to upload too: I have tried servers to twtich.tv all over the US as well as Joicaster.com's multiple servers they provide. Again, all of these have worked fine until the problem time frame.
-I am not streaming over wireless, this is hardwired connection to my router.
-I have bypassed the router and gone direct to the modem, same problem.
-Shutdown all firewalls on computer.
-Updated network adapter
-Used a different streaming software to make sure it was not an issue with the software, exact same throttle rates.
-The last two lines of defense I can see are checking for charter to be throttling me, which they have both confirmed and denied(see below)... :mad: or replacing hardware. Since i get the same test results from testmy.net on a separate computer in the house, I do not think it is the the Ethernet cable from my main streaming computer. Plus buying another 100 foot Ethernet cable is pricey! Can the cold weather here in Wisconsin effect an Ethernet cable run outside? Still not thinking that is it, newer cable and the test downstairs on other compy leans me to think its not the ethernet cable.
I have attempted to check for throttling on my end, but I am not very versed in how to accomplish. I have seen suggestions in using shaperprobe, I have done some pathping and traceroute in cmd, but I do not understand these thing very well at all! Those logs and my logs from my OBS(open broadcast software) are pasted below.

Trace route twitch.tv and Joicaster.com: these seem to say as soon as I leave charter to another backbone things go bad or maybe they do not recognize the traffic and time it out?

As a very interesting side note, I was sent over to charter business support, kinda by accident as I was suppose to be in sales to try and get me on business package to maybe help.... They said the coax to my house would be the same, essentially customer service support and response time is just better, so maybe not going to do much. Then before transferring me over to a sales rep, the tech wanted to check something quick. He came back and said large amounts of upload on residential is capped once it hits 250 gb??? :huh: I do not remember reading this or hearing it anywhere when I signed up for charter residential, but it sounded like an answer and I have been livestreaming a whole lot more lately, perhaps I reached the cap. In my forever search for understanding I was hopeful and transferred over to business where I setup for an install next Tuesday...although all live event between now and then have to be canceled.
I started thinking about this interaction with business and decided to call residential support just to see what they have to say about this, and behold no cap exists after being put on hold and the question going up the line, at least according to this tech & department. Very confusing and still not idea whatsoever what is happening. Hope to gain some understanding and ideas to troubleshoot. I do have a tech coming out tomorrow from residential and an install of business Tuesday, but so far I am not feeling very confident in the diagnostic capabilities of charter or their ability to help me understand why I cannot use what I am paying for in service.
