[HSI] Charter blocking access to Windows 10 features!?

Anyone is the South Carolina region (or south east) that has upgraded to Window 10, are you having issues accessing Bing.com, using Cortana (other than plain search) or other issues with Microsoft programs that come with Window 10? For 2 days now I have been unable to access Bing.com, get Cortana to do anything other than basic system files search and basically a lot of the functions of Windows 10 are broken. I did a tracert of bing.com and it died as soon as it get's past the last charter IP. I have been scoruing the web like mad for the last two days trying to solve this and the only conclusion I can get is that it's one of three problems: 1) Microsoft's Bing.com site is down... Went to several sites that check internet sites and they all say it's up No major outcry on the net about Bing not working The few people I did find with issues were cell phone users or ad something misconfigured. 2) Charter is blocking calls to some of Microsoft's servers that in the past were important to functionality I did find a few posts where people had access blocked to some features through their ISP, but no actual ISP name was listed It's a simple test. Type bing.com in your URL bar. See how long it takes for bing to come up. If it loads, try accessing any account page info. Some times I can get the basic bing search itself to work, but none of the bing account pages work, which is critical for Windows 10. 3) I have something mis-configured Now, let me list what I have done since the "outage" 1) Reinstalled Windows 10 fresh clean install. (Twice now) 2) Made sure all privacy options where off, in other words I gave Microsoft every thing they wanted to access 3) No other programs installed on PC. Just a fresh Windows 10 install 4) Changed DNS servers from Charters to OpenDNS, then GoogleDNS 5) Unhooked router and tried access straight through Ethernet card. 6) Used different browsers. Edge (Windows new browser), Firefox, Internet Explorer. 7) Turned on and off all features in Windows, removed cookies, activated cookies, flushed dns, turned off firewall All other non-bing/windows 10 related websites work fine. At this point I'm out of options. If you can't access the servers Microsoft is using for Cortana and it's other tie ins to the OS, what's the point of having Windows 10? Well, I can't go back to Windows 8 at this point because the feature to do is lost once you have activated Windows 10. (Basically your key for Windows 8 becomes the key for Windows 10). Could someone from Charter or Microsoft PLEASE look into this? I have tried contacting Microsoft, but no response at all. Thank you.
