[Speed Issues] Can someone explain what the service rep did for me?

In Kalamazoo, MI. We have been getting poor speeds lately on our 30/4 service from Charter. Speedtests (other than charter's) say speeds are between 1 and 10mbps which align with observed dl speeds and the extreme buffering going on with video (mostly on hbogo). Tonight I contacted charter to basically file a complaint and then this happened: After verifying my location and mac address the service rep said: "Charter Customer Representative [Lou]: I'll send a signal to your modem so we can increase your connection there" then they reset(?) our connection and the speeds went up to 30+ down. Any thoughts about what caused the slowdown and what did they did to fix it? I guess I just want to know for my own education, but if there's any way to force this or quicken the lengthy process of connecting to a service rep and going through the verification tango and the did you try turning it on and off again waltz that'd be really great.
