PingPlotter packetloss

Hi, I don't live in the US.. but google provided many results from this forum. I still hope that some of you might be able to help me. I've already changed ISP (twice) trying to solve this issue, in addition my internet provider sent many technicians who tried to solve my network issues and failed. during the process they replaced nearly the whole house, including all the wires, cables and the modem. Here is a screenshot: http://i.imgur.com/SBa7ZyT.png You can see that in the background, firewall is disabled. The firewall in my router settings is disabled too. I have pingplotter in another LAN connected PC, and it shows the exact same results. I also traced those IPs from a Wireless connected laptop, and it shows the same results. It happens to ANY IP address I'm tracing, the hop before the last hop will always be at 100% packet loss. When I tried to use my iPhone as a modem, it showed no packet loss at all. So there is definitely nothing wrong with my LAN card/cable. I would love to get some help, because I'm feeling lost. Thanks in advance! :)
