Physically at modem to reconnect?

I work away from my unattended office quite often. After extended power failures at that office (or Charter "reset" IPs?), I can no longer remotely connect to my home servers. The cable modem can't get an IP, etc. I can remotely power cycle my cable modem and router via the phone line to restore the connection. However, lately this alone doesn't work. Someone physically needs be at my office to disconnect and reconnect the incoming Charter cable line from the Charter cable modem. So, unless that's done, I'm out of luck connecting remotely until I get back to the office. I have a Motorola Surfboard model SB6121 Charter cable modem and a D-Link DIR-655 router. I also have a similar situation with Cox Cable at an unattended office in Phoenix. Recycling the power to the cable modem and router has always worked there. My questions - (1) Is there some other cable modem/router combination that would automatically and reliably restore the connection (without disconnecting/reconnection the cable wire) after an extended power failure (or IP change, etc)? (2) Any other suggestions (besides sending someone to my office to disconnect/reconnect the cable from the modem)? (3) Why would recycling the modem/router power work for Cox and not for Charter?
