[HSI] Latency and Packet Loss to Ring Central

Good morning, I've been fighting a packet loss and latency issue with my Spectrum (Charter Business-coax) connection for about 3 weeks. It's 100/6 and the actual speed is almost never the issue. Depending on the time of day, my packet loss to some (not all websites) reaches approximately 85-95% as measured by my Meraki firewall and the latency reaches up to 1600ms. Some sites are more affected than others. The latency is okay, but the packet loss is not to Google. Latency and packet loss are terrible to RingCentral. I've done a number of traceroutes to the RingCentral servers from other vendor connections, roundtrip time is 8-10 hops. From my Spectrum connection its 14 hops and spends a huge amount of time bouncing around inside Spectrum's network. I'm attacking the problem from both the Spectrum and RingCentral side, but no one wants to own up to it and they both blame the other's peering. My only other choice in the building is Level 3 fiber at a greatly increased cost so I'm trying to solve the problem rather than dump Charter. Thanks, Chris
