During specific times after 6 pm to 11 pm EST, I get very bad latency with European servers/sites @ 250-280ms, any other time during the day the connection is floating around 93-100ms which is acceptable for gaming. I have used tracert and winmtr to monitor the route, below is a winmtr log that I made using one gaming server as an example:

When the route hits NewYork1.level3.net the ping is returned @ 265ms already. The latency is already bad before it hits EU. Am I correct to say that my connection with New York is ruining my latency with EU ? Is there a way to fix this ?
