[BHN] Charter Service Extension Cost $42,214

A colleague of mine who is a full time programmer that works from home in Brooksville Florida is in need of a better internet line. He is currently stuck with a very weak AT&T business DSL line that makes it difficult to run/test some of the applications he works on due to bandwidth requirements. There is a Charter service access point a little over a mile away but they didn't bring a node to his neighborhood yet. I got a quote from the Business Service department which indicated the build out would take around 120 days and cost $42,214 of which they would cover $5000 bringing the total to $37,214 which is significantly over his budget. I also have a serviceability request in with the residential department to see if there are any options on their side and if they may be able to cover the costs of bringing the node to his neighborhood. It would appear the new node would make service available to a few dozen houses. What sort of density is typically needed for Charter to cover the costs of a service/plant extension like this? Is there a specific department that may be able to help more with this?
