[HSI] Charter Internet problems, 3 years ongoing

Hi, I need help. I've been having connection problems for 3 years. They have sent techs over maybe 20 times, and it never solves the problem. They've replaced all my lines up to the pole, gave me new modems, they even brought their own laptop. The connection either has a lot of packet loss, and/or the connection drops and reconnects every 20-30 minutes. It perplexes them because my signals look fine. Sometimes the problem goes away for a few weeks, but it always comes back. The explanation they give me is that my neighborhood has a lot of traffic for example people are watching netflix, so it makes my connection have packet loss. The other thing they sometimes say was someone up the street is causing interference but refuses to fix it. I wrote to the FCC too, and someone called me and tried to fix it. When it didn't go away the guy just closed the FCC report and stopped responding. Any ideas what to do? I use pingplotter, and the connection loses packets on the first hop out of my house ( I think hop 3). My neighbor complains all the time too. My brother has a house with Charter and my parents have another house with Charter. They live 1 and 2 miles away, and have 0 packet loss and rarely disconnect.
