[HSI] Low Speeds and Terminal Frustration with Support

I'm in the St Louis area and have enjoyed the 100M service as long as it has been in existence. It's been very reliable and fast, with speedtests running from 103 - 115 all this time. In the last week, I now can only get 31M. It's very strange, but the speed spikes at the start like in the old Speedboost days but then settles down to a STEADY 31.4x speed. The graph is a totally flat line. Each test has a different 4th digit, but it never varies more than 00.01 plus or minus. I'm grandfathered since the 30m days and that confuses the telephone people no end. One CSR insisted that I did not have the 100m package and that all I was paying for was 15m. That's not even available here. So after an hour of frustration, they agree to roll the truck. The tech was a very personable young guy who seemed to know his stuff. He swears that my cable connection is carrying 100m signal, and therefore my modem is bad. Maybe that's possible, but any modem that has ever failed on me has just quit, and not cut my speed down by 2/3. I own my Moto 6121, so did not want to agree to a new Charter piece since I would lose the grandfathered plan and have to rely on whatever "free" modem they wished to provide. So I'm wondering whether I need to splurge on a new 6141, and what happens when it doesn't increase my speed. All the modem signals look good, and the ping is the lowest it's ever been at 9ms. Specs are an Asus motherboard with onboard 1000m network card, the Moto 6121, and an Asus AC2400 router. By the way, it makes no difference whatsoever if the router is connected or even if I boot to Safe Boot/Networking. AV is Kaspersky, Malware is covered by Malware Bytes, Kaspersky, and MS Defender. CC Cleaner is run regularly. I have never had a virus and no malware since the I386 days. Downstream Signal Specs: Signal to Noise Ratio 37 dB 36 dB 37 dB 38 dB Power Level 6 dBmV 5 dBmV 6 dBmV 6 dBmV (note that I had installed a 3dBmv attentuator but removed it in troubleshooting) Upstream Power Level 44 dBmV I've replaced all cables with new. Warm booted and cold booter a gazillion times. Adding insult to injury, I'm getting charged for the truck roll since the issue is "customer equipment". Can a clearer head guide me in the right direction to get back to my old speeds?
