[HSI] Have Charter Lines But Not Serviceable

A few months a company began putting conduit in the ground beside my road. Every few hundred feet they put in concrete boxes that had the conduit running into it. They also had a pipe running up to the side of utility poles every few hundred feet as well. There is one approximately 100 feet from my house. A few weeks later another company began installing actual lines in the conduit. Their trucks said Bigham Cable and contracting for Charter. They then began putting lines in the air from pole to pole, coming from the conduit in the ground. About a month later I seen a Charter truck that was towing a splicing truck working at each pole that had conduit beside it. I live in Spruce Pine, NC and in the city limits Charter has just offered basic service, no HD, internet, or phone. However, for about a month now I started hearing people switching from AT&T over to Charter internet. I got excited and put in my address but it says I am not serviceable. I chatted with Charter and they said that I was too far from other homes that are served by Charter and my location does not meet the build requirements. I sort of confused that despite lines running in front of my house, I can't get service. Does anybody recommend something I can do?
